점점 명확해지는 북-미 평화협정의 징후
두 달 안에 윤곽이 드러날 것인가?

미국 국무부에서 공개한 자료를 보고 깜짝 놀랐다. 예상은 했던 일이지만 이렇게까지 드러내놓고 이야기할 때가 드디어 왔구나 하는 감격에서다.
문제의 내용은 미국의 국무장관 존 케리와 중국 외교부장 왕이의 연설과 질의응답으로서 게시 날짜는 2월 23일로 되어 있다. 미 국무부 누리집에 영문으로 게시되어 있으니 누구라도 볼 수 있다.

다소 길더라도 원문을 그대로 옮기고 중요 부분만 해설을 붙인다. 원문을 그대로 옮기는 것은 맥락과 분위기를 가능하면 살리고 싶기 때문이다. 인용문을 무시하고 읽어도 내용을 파악하는 데는 아무런 지장이 없을 것이다.
대화 말고는 다른 방법이 없다
본문은 크게 두 부분으로 구성되어 있는데 케리와 왕이의 연설문이 앞에 나와 있고, 기자들의 질문에 대한 답변이 뒤에 나와 있다. 발언 순서대로 먼저 존 케리의 연설 내용 중에서 관련 부분을 옮긴다. 번호와 밑줄은 필자가 편의를 위하여 붙인 것이다.
First, we discussed North Korea’s increasingly provocative actions. The nuclear test that the DPRK conducted last month and its subsequent ballistic missile launches are provocative; they are threatening; they are a violation of the United Nations Security Council resolutions. And China and the United States agree completely that this – these actions merit an appropriate response through the United Nations Security Council, which was promised if they violated a resolution, and it was promised in the last resolution.
There now have been several flagrant violations of multiple UN Security Council resolutions, and (1) those violations threaten not only the peninsula, but they also are a threat to international peace and security. (2) We, therefore, need to respond accordingly. And we agreed today to continue our efforts to make certain that response is forthcoming rapidly.
Today, Foreign Minister Wang and I also discussed ways that we, along with our partners in the UN and the Six-Party Talks framework, (3) can deepen our cooperation not only to respond to the actions that DPRK took but equally importantly because those reactions have a purpose and that purpose is to bring the DPRK back to the table for the purpose of the Six-Party Talks and particularly discussions about denuclearization.
앞 부분은 으레 그러는 것처럼 북의 위협에 대한 심각성을 언급한 것이다. 그러나 그 귀결점이 어디로 향하고 있는가 하는 점을 잘 보아야 한다.
(1) (유엔 안보리 결의에 대한) 그와 같은 위반은 한반도만 위협하는 것이 아니라 국제 평화와 안보를 위협한다.
(2) 따라서 우리는 그에 대응할 필요가 있다. 그래서 우리는 오늘 그러한 대응이 속히 이루어지도록 확실한 노력을 계속하기로 합의했다.
북이 세계평화를 위협하니 혼내 주겠다는 기조가 아니다. 대신 자신들이 뭔가를 빨리 해야 한다는 압박감이 배어 있다. 무엇을 한다는 것인지는 이어서 언급되고 있다.
(3) (왕이와 나는) 북한이 취한 행동에 대응하면서, (중략) 북한을 6자회담에 끌어들이고 특히 비핵화 논의에 참여시키기 위해 협력을 강화할 수 있는 (방법에 대하여 논의하였다.)
결국 대화가 그 귀결점이다. 북이 어떤 행동을 해도 대화 외에는 다른 제재 방법이 없다는 점을 미국과 중국이 공통적으로 고백한 것이다.
중요한 진전은 무엇일까
이어서 왕이의 연설 중에서 관련 내용을 발췌한다. 역시 앞 부분은 북의 행위를 비난하는 내용으로 시작된다. 이는 각 나라의 보수파를 의식한 수사로서 충격을 완화하려는 표현으로 볼 수 있다. 이를 모르는 언론들은 마치 미국과 중국이 북을 혼내 주기 위해 단단히 벼르고 있는 것처럼 보도한다.
And of course, we discussed the current situation on the Korean Peninsula, as we did on previous occasions. In order to uphold the international nuclear nonproliferation regime, both sides do not accept the DPRK’s nuclear missile program, and we do not recognize the DPRK as a nuclear weapon state. The UN Security Council is in consultation about a new resolution. (4) I would like to tell you that important progress has been made in the consultations, and we are looking at the possibility of reaching agreement on the draft resolution and passing it in the near future. Once we pass that agreement, we can effectively limit further progress of the DPRK’s nuclear missile program. At the same time, China would like to emphasize that the Security Council resolution cannot provide a fundamental solution to the Korean nuclear issue. (5) To really do that, we need to return to the track of dialogue and negotiation. And the Secretary and I discussed this many times, and we agree on this. That is, the goal is to get back to the negotiation.
China, as the chair of the Six-Party Talks, will continue to act in an objective and impartial way, and we will play our due role in exploring ways to resume the Six-Party Talks. In light of the evolving situation, we have put forward a basic proposal. That is, (6) we want to pursue in parallel tracks the denuclearization of the Korean Peninsula and the replacement of the Korean armistice with a peace agreement. (7) We know certain parties have different views on this proposal. It has not come as a surprise to us, and China is open to new ideas or better ideas so that the relevant parties can have a proper discussion.
China sees the parallel track approach as a reasonable one. It highlights the overriding goal of denuclearizing the peninsula at the same time it seeks to address the major concerns of the various parties. We would like to have further discussions about this with interested parties, including the specific steps that may lead to a resumption of dialogue.
The Secretary and I also discussed the evolving situation on the peninsula. (8) Both sides feel that we need to monitor the situation on the peninsula very closely in the coming two months. (9) Various factors of instability might intertwine and have an impact, so under that situation it’s very important that the various parties have more dialogue so as to prevent the heightening of tension or escalation of the situation. (10) In particular, we must prevent the situation on the peninsula from spinning out of control. That is a scenario that neither China nor the other parties wish to see, so China hopes that the relevant parties will not take any action that might heighten tension on the peninsula.
매우 길게 발언한 것을 알 수 있다. 흥미로운 내용으로 이어진다.
(4) (유엔 안보리) 협의에서 중요한 진전이 이루어졌다는 점을 말씀드리고 싶습니다. 조만간 결의안 초안에 합의하고 이를 통과시킬 수 있을 것으로 전망합니다.
중요한 진전(important progress)이란 무엇일까? 케리가 말한 대화의 방향을 고려할 때 그 진전이 제재를 말하는 것이 아님을 쉽게 알 수 있다. 지금까지와는 다른 방향에서 진전이 있다는 얘기다. 왕이 부장의 언급에서 더욱 명확해진다.
(5) 대화와 타협의 트랙으로 돌아갈 필요가 있다.
결국 대화다. 중요한 진전이란 대화를 향한 진전이라는 결론이다. 그렇다면 대화는 구체적으로 무엇을 말하는 것일까?
(6) 우리(중국)는 한반도의 비핵화와 더불어 휴전협정을 평화협정으로 교체하는 두 개의 트랙을 병행하여 추구하고자 한다.
결국 평화협정을 말하는 것임을 명확히 하고 있다. 그러나 그것이 과연 순조로울까? 어려움이 있음을 내비치고 있다.
(7) 이 제안에 다른 견해를 가지고 있는 당사자들도 있다는 것을 안다.
다른 견해를 가지고 있는 이들은 누구일까? 예를 들면 한국의 현 정부와 미국의 일부 보수주의자들이 여기에 포함될 것이다. 이들 때문에 평화협정이 어렵다는 점을 내비치고 있는 것이다.
두 달 간의 여유
그런데 여기에는 기한이 주어져 있다.
(8) 양측(미-중)은 향후 두 달 동안의 한반도 상황을 매우 세밀하게 살펴볼 필요가 있음을 느낀다.
향후 두 달이라고 언급하고 있다. 왜 하필 두 달일까? 이는 북측의 일정과 관련이 있는 것으로 보인다. 두 달이 지나면 5월이다. 5월에 북측에게 중요한 일이 있다면 36년 만에 열리는 노동당 대회가 있다.
평화협정을 요구하며 미국을 압박하고 있는 북은 기한을 5월로 제시한 것으로 보인다. 케리와 왕이의 발언에서 무언가 서두르는 인상이 묻어나는 데는 이유가 있었던 것이다. 그렇다면 5월이 되기 전의 두 달은 어떤 상황이 될 것인가?
(9) 여러 가지 불안정한 요소들이 꼬이고 영향을 미치게 되는데, 그러한 상황에서는 여러 당사자들이 더 많은 대화를 하는 것이 매우 중요하며, 이는 긴장이 격화되거나 상황이 확대되는 것을 막기 위해서다.
두 달 동안 대화가 절실히 필요하다는 얘기다. 그 이유가 중요하다. 긴장이 격화되거나 상황이 확대되는 것을 방지하기 위해서라고 했다. 이는 곧 크고 작은 군사적 충돌 또는 전쟁을 염두에 둔 말임을 직감할 수 있다. 북의 핵시험과 위성 발사를 계기로 한반도에 군사적 긴장이 높아가고 있는 상황 속에서 나온 말이다. 이어지는 왕이의 말에서 중-미가 무엇을 두려워하는지 명확히 알 수 있다.
(10) 특히, 우리는 한반도가 통제할 수 없는 상황에 빠져드는 것을 기필코 막아야 한다.
통제할 수 없는 상황, 그것은 곧 전쟁이다. 두 달 간 평화협정을 위한 구체적인 진전이 없다면 전쟁의 위험이 있다는 것을 추측할 수 있다. 북은 두 달의 기한을 미국에 통보한 것임을 짐작할 수 있다.
거스를 수 없는 북-미 평화협정
케리와 왕이 두 사람의 연설이 끝난 후 기자의 질문에 대한 답변이 이어졌다. 곧 나오게 된다는 유엔 안보리 결의안이 예전과 어떤 점에서 다르냐는 질문에 케리는 다음과 같이 답변했다. 역시 첫 단락은 보수층을 의식해서 으레 하는 말이므로 지나치고 중요한 말에 밑줄을 긋는다.
That was specifically called for in the last resolution in 2013. We passed a resolution then that said if China – if China – if DPRK – if DPRK violated the resolution and they either tested or engaged in a missile launch, there would be, quote, “significant impacts,” or steps taken as a consequence of that. I believe that what we are considering is significant, but as I say, it is in the appropriate evaluative stages and we both hope that this can move forward very soon.
I also would emphasize what the foreign minister has said, and I think I said this in my opening comments, (11) the goal of this is not to be in a series of cycling, repetitive punishments. That doesn’t lead anywhere. (12) The goal is to try to get Kim Jong-un and the DPRK to recognize that all of the countries of the world are united, as we were with respect to Iran, in saying that the world will not be safer with additional nuclear weapons. That’s a fundamental decision. (13) And what we need is for the DPRK to understand that it can rejoin the community of nations, (14) it can actually ultimately have a peace agreement with the United States of America that resolves the unresolved issues of the Korean Peninsula, if it will come to the table and negotiate the denuclearization.
So that’s the road ahead. That is precisely what this is about. We want a negotiated outcome. And it’s up to the DPRK to make a sensible decision and not deprive their people, as they are today, of the normal commerce of nations and the normal standard of living which their people could have, were they to reach a reasonable agreement.
유엔 안보리가 새로이 결의할 내용은 예전과 다르다고 한다.
(11) 다람쥐 쳇바퀴 돌 듯 반복되는 제재가 목적이 아니다. 그것은 아무런 결과도 못 낸다.
예전에 제재했던 것은 아무런 효과도 못 거두고 그저 시늉만 냈다는 것을 고백한 것이다. 그렇다면 이번에는 어떻게 하겠다는 것일까?
(12) 우리와 이란이 그런 것처럼 세계의 모든 나라들이 연합되어 있다는 것을 김정은과 북한이 깨닫도록 노력하는 것이 그 목표다.
여기에는 깊은 의미가 깃들어 있다. 이란을 언급했는데, 이란은 미국이 악의 축으로 지목했던 나라로서 최근에 관계를 정상화했다. 북에 대해서도 이란처럼 관계를 회복하겠다는 메시지가 들어 있는 것이다. 이는 실로 엄청난 변화다. 케리는 이 말 뒤에 토를 달았는데 그것은 무시해도 된다. 역시 보수파를 의식해서 마치 예전과 별다른 변화가 없는 것처럼 꾸미는 말장난이기 때문이다. 중요한 말이 또 언급된다.
(13) 북한이 국제 사회의 일원으로 복귀할 수 있다는 점을 이해해 주었으면 좋겠다.
웃음이 나오는 발언이다. 북은 늘 국제사회에 나오고 싶어했다. 그것을 막은 것은 미국이다. 이제 미국이 이런 말을 하는 것은 어쩔 수 없이 북을 국제사회의 일원으로 받아들일 수밖에 없음을 고백하는 것이다. 두 달의 시한을 못 박고 몰아붙인 결과 미국은 이렇게 나오는 것이다. 급기야 미국은 자기 입으로 평화협정을 언급하기에 이른다.
(14) 궁극적으로는 미국과 평화협정을 맺음으로써 그동안 풀지 못했던 한반도의 문제를 풀 수 있을 것이다.
미국은 북과 평화협정을 맺기로 결정했고 이를 공표하는 것이다. 그토록 무너뜨리고자 했던 ‘악의 축’ 북과의 대결에서 미국은 사실상 무릎을 꿇고 만 것이다. 이제 정식 발표만 남아 있다. 두 달 안에 이루어질 것으로 전망된다.
미군의 감축을 언급한 케리
기자의 다른 질문에 대하여 왕이의 답변이 이어졌는데 역시 대화를 강조하는 내용이다. 특별한 내용이 없으니 그냥 지나친다.
The Chinese side, as the host party of the Six-Party Talks, of course wants to have an early resumption of the Six-Party Talks. And I remember last time I said that in today’s world any hotspot issue will require a solution based on negotiations, and the Korean Peninsula nuclear issue is no exception. But resumption of the peaceful talks require the concerted efforts of all parties and requires all parties to meet each other halfway. And we hope that in the near future there will be an opportunity emerging for the resumption of the peace talks, of the Six-Party Talks. And the Chinese side for this purpose is ready to take up our responsibility as the host party and to continue to play our constructive role and express our objective and just position.
케리는 다음과 같이 대답했다. 여기에 또 하나의 놀라운 내용이 등장한다.
(15) Now, we have said very clearly many times that the way to not only prevent THAAD from being deployed but also to see America be in a position to have less troops on the peninsula – maybe, one day – is by resolving the issue of the nuclear program in the DPRK and ultimately making peace on the peninsula. We are still living under the same armistice which ended the war back in the 1950s. So what our hope is is that we could move down those tracks one way or the other over a period of time. And we have said that if we can get to denuclearization, there’s no need to deploy THAAD. I don’t think anything could be a better articulation of our desire. We’ve stated publicly, openly, and clearly what the conditions are for not having to consider its deployment, and that would be the denuclearization. That’s all – not even if North Korea fundamentally changed, but if it denuclearized, then this particular threat goes away.
So we’re very clear about it. We hope very much that over the course of the next weeks and months the DPRK will come to some wisdom with regard to its program, recognizing that we are joined together with other nations at the United Nations in our readiness to put in place some additional tough measures to make clear that we are serious.
Now, with respect to – it’s a very, very good question about the two tracks. Let me make this as clear as I can. There is only one foreign policy in the United States, and I have expressed that policy with respect to our desire to resolve the problem of North Korea, to pursue a negotiated resolution of the challenges of the South China Sea. And PACOM and DOD and State Department and CIA and all of our national security team are on the same page with respect to our policy with respect to the region.
케리는 놀랍게도 미군의 감축을 얘기하고 있다.
(15) 이전에도 여러 번 명확히 밝혔지만 북한의 핵 프로그램 문제가 해결되고 한반도에 항구적인 평화가 이루어지면 싸드를 배치하지 않을 뿐만 아니라 미국은 한반도에서 군사력을 감축할 수밖에 없을 것이다.
앞에 너절하게 붙은 조건은 무시하고 핵심(밑줄 그은 부분)을 보아야 한다. ‘이전에도 여러 번 밝혔지만’ 이 말을 왜 붙였겠는가? 너무 엄청난 내용이기 때문에 보수층의 동요가 우려된 것이다. 그래서 마치 기존의 입장에서 아무런 변화가 없는 것처럼 살짝 포장한 것이다. 이를 눈치채지 못하는 보수 언론은 미국이 무릎을 꿇었다는 사실을 알아채지 못 한다. 말이 미군의 감축이지 사실상 철수로 봐야 한다. 어차피 승패는 명확히 갈렸다.
미국이 중국의 역할에 일정 부분 의존하고 6자회담을 끌어들이는 것은 대국의 자존심 때문이다. 북과 일대일로 붙어서 평화협정을 체결해 버리면 누가 봐도 미국이 북에 끌려다니다가 굴복한 것으로 보인다. 그래서 꼼수를 부리는 것이 6자회담이다. 여러 나라가 붙어서 논의한 끝에 평화로 방향을 잡고 미국이 못 이기는 척하고 받아들이는 모양새를 갖추려는 것이다.
교란을 위한 수사를 빼고 핵심만 정리하면 미국의 결론은 이렇다. ‘싸드 배치 안 할게. 평화협정 체결하자. 미군도 철수할게. 두 달 안에 결론 낼 거야.’
