전국농민회총연맹에서는 지난 23일부터 25일까지 제 6차 홍콩각료회의가 개최되는 홍콩 현지에 캠페인을 다녀왔습니다.
참석자는 전농 서정길 부의장님, 김요섭 나주농민회 사무국장님, 이영수 대외협력국장을 비롯하여, 전국여성농민회총연합 윤금순 회장님과 전국민중연대 주제준 사무처장이 함께 동행했습니다.
또 국제농민조직인 비아깜페시나 헨리 싸라기 사무총장과, 인드라 루비스도 함께 다녀 왔습니다.
한국농민참가단에 대한 홍콩 현지의 지대한 관심속에서 이번 홍콩 방문을 통해 WTO가 어떻게 한국농업과 세계농민들을 고통으로 몰아가고 있는지 알리는 계기가 되었습니다.

존경하는 홍콩 시민여러분! 만나서 반갑습니다.
우리는 350만 한국농민들을 대표하여 이 곳 홍콩까지 오게 되었습니다.
영화로만 보았던 아름다운 홍콩을 직접 방문하게 되어 큰 영광으로 생각합니다.
이 곳 홍콩에서 오는 12월에 WTO 6차 각료회의가 개최될 예정입니다. 이와 관련하여 빈곤과 무역종속을 가속화시키는 WTO체제에 항의하기 위해 한국을 비롯한 세계 여러 나라에서 농민, 노동자, 빈민들이 대거 홍콩을 방문할 것입니다.
한국의 농민들 또한 1,000여명 정도가 12월에 홍콩을 방문할 예정입니다.
현재 홍콩 시민들과 언론에서 특별히 한국 농민들이 왜 그렇게 많이 홍콩으로 오려는지 궁금하실거라 생각합니다.
WTO가 출범한 10년의 세월동안 한국농업과 농민들이 겪어야 했던 현실은 처참했습니다.
1994년 우루과이라운드가 타결된 후 수입농산물로 농산물 가격은 급락하고, 농가소득은 감소하여 더 이상 농사를 지으려는 젊은이들이 없습니다. 그 결과 1994년 이후 10년동안 한국농민들의 수는 절반으로 줄었고, 농가부채는 4배로 증가했으며, 농촌평균연령은 60세로 더 이상 농촌에 살려고 하는 국민들이 없습니다.
한국농업은 현재 붕괴 직전에 이르렀으며, 한국농민들은 현재 사형선고를 받은 것이나 다름없습니다.
설상가상으로 한국 농민들의 75%가 농사를 짓고 있고, 농업수입의 절반 이상을 차지하는 쌀이 현재 개방위기에 처해 있습니다. 한국농민들에게 목숨줄과도 같은 쌀마저 개방된다면 한국농민들은 더 이상 살 길이 없습니다.
‘農者天下之大本’을 국조로 여길만큼 농업을 귀중하게 여겼던 나라에서, WTO는 결국 농민들을 죽음으로 내몰고 있습니다.
WTO 10년 동안 한국농민들이 깨달은 것은 ‘WTO Kills Farmers’라는 사실이며, ‘WTO!! Out of Agriculture!!’를 하지 않고서는, WTO를 반대하지 않고서는 한국농민들이 더 이상 살 수 없다는 사실입니다.
이것은 몇 몇 선진 농민들의 이야기가 아니라 전체 350만 농민들의 한결같은 마음이며, 이것이 12월 한국농민들이 홍콩에 대규모로 오는 이유입니다.
한국민족은 예로부터 평화를 사랑하는 동방의 예의지국입니다. 한국 국민 중에서도 농민들은 가장 순수하고 소박한 사람들입니다. 하지만 우리 가족을 살해하려는 강도에게 평화를 구걸하는 것이 최선의 행동이 아닌 것처럼, 우리의 목숨과 권리를 지키는 데에 우리는 더 이상 아무것도 하지 않고 평화만 구할 수는 없다고 생각합니다.
하지만 우리는 12월 홍콩에서 홍콩 시민들의 정서를 고려하여 인내심을 가지고 평화적인 방법으로 우리의 목소리를 전달할 것입니다.
WTO 각료회의에 참가하는 각 나라의 정부책임자들에게 다양한 방법으로 우리의 메시지를 전달하기 위해 노력할 것이며, 한편으로 홍콩시민들에게 평화적 행진(march)과 캠페인 등을 통해 우리들의 주장을 이해시키기 위해 노력할 것입니다.
끝으로 우리는 홍콩 정부와 WTO에 몇 가지를 제안하고자 합니다.
1. WTO에서 농업을 제외시켜야 합니다.
2. WTO는 대화를 통해 평화적으로 문제를 해결할 수 있도록 한국농민들과의 간담회에 적극 나서야 합니다.
3. 홍콩 정부는 평화적인 집회를 적극 보장해 줄 것을 요구합니다.

한국의 농민들중 대다수가 홍콩시민들을 직접적으로 만난 적은 없지만, 영화와 TV를 통해 이미 친숙해 있습니다.
12월 홍콩에 와서도 더욱 친근하게 서로가 더 가까워 질 것이라 확신합니다.

Dear citizens of Hong Kong!
We are very glad to meet you.
We have come here to your country in order to represent the 3,500,000 farmers in Korea. Up until now we have only known your beautiful country through movies and television programs. This opportunity for us to actually see Hong Kong in person is a great blessing.
Hong Kong is the site of the 6th Ministerial Meeting of the WTO. This meeting has much relevance on the world poverty and trade subordination imposed by the organization. Korea has come to Hong Kong this December alongside a number of nations to protest the unjust world that the WTO continues to create. For this reason you will see many farmers, workers, and impoverished peoples from many countries coming in great movement during this period to your country.
This international group coming to Hong Kong will include around 1000 Korean farmers
The citizens of Hong Kong must be wondering exactly why so many Korean farmers will be coming to their country for the WTO Ministerial Meeting.
During the ten years since the establishment of the WTO Korean agriculture has been subject to grievous treatment.
After the 1994 Uruguay Round, the influx of imported agricultural products to our country has caused a serious decline to the production of our domestic agricultural products. And as farming income decreases with the level of production, the traditional way of life for farmers has become increasingly difficult to maintain. As a result, Korean youths continue to leave the countryside and there is now no one left to continue and preserve the Korean farming tradition.
Since the establishment of the WTO in 1994 the Korean farmer population has decreased to half its size, overall farmer debt has increased by four times, and the average age of the Korean farmer has increased to 60.
Korean agriculture is headed towards a collapse. Korean farmers see this as a death sentence to farming and their traditional way of life.
Currently, 75% of Korean farmers maintain their livelihood through rices. Rice farming is an especially essential part of their farming income. Losing rice farming as a result of imported rice would be a critical blow to farming life in Korea. Korean farmers know that the possibility for the traditional farmer way of life in Korea will diminish greatly if trade is completely opened for rice.
“農者天下之大本”
Korea is a nation that has tremendous respect towards the farming way of life, but the actions by the WTO move to abolish the possibility for this important and dignified aspect of Korean culture.
During the ten years of the WTO’s existence, Korean farmer’s know to be true that the “WTO Kills Farmers.” “WTO!! Out of Agriculture” – if there is not stark opposition to the WTO and their actions, the Korean farming way of life will surely die.
These are the sentiments shared by the 3,500,000 farmers of our nation. For this reason the farmers of Korea come to Hong Kong this December with one spirit in opposition of the WTO.
The Korean nation has long been an Asian country that loves peace. And among our Korean citizens, the Korean farmer is known to be the most serene, sincere, and thoughtful person. But there is no length that we will not go in order to save our families. We believe that engaging and fighting the opposition to save Korean farming is not an unjust act. To save our way of life and to preserve our rights, we must stand tall. We cannot stand still and do nothing in order to keep peace.
But we come to Hong Kong with the sincere and genuine consideration of the citizens of Hong Kong. We want very much to deliver our voices and message in the most peaceful method.
Our message will be delivered to the WTO Council of Ministers in a variety of methods. One way will be a peaceful march and campaign for the citizens of Hong Kong to understand our intentions and for their to be understanding between us.
Our message to the WTO and the government of Hong Kong is clear and united:
1. The WTO must no longer be involved in agricultural issues.
2. The WTO must peacefully discuss the problem with us in order to solve the issues that greatly affect Korean
farmers.
3. The government of Hong Kong must ensure an opportunity for us to peacefully meet and discuss our
concerns.
Citizens of Hong Kong,
Korean farmers have not had any previous chance to meet the citizens of Hong Kong, but through movies and television we have already become much acquainted.
In Hong Kong this December, we hope that we can get to know and understand each other well.
